Both the National Federation of High Schools (NFHS) and the National Association of Sports Officials (NASO) have published guidance for how youth and high school sports should be played and officiated while the Corona-virus (COVID-19) problem has not been solved.

While it is the responsibility of MIAA to make rules for the Massachusetts high school sports, it is your health that is on the line. When MIAA makes its rules, you should consider the NFHS and NASO guidance.


NFHS Soccer Rule changes for the 2020-2021 Season


The MIAA recommended Games Fees for the 2020 Fall season are: 

$86.52 for varsity games

$63.86 for sub-varsity games when using a two referee system.

The fee is 150% (one and a half) of the normal fee when only one referee is on the field.  No rounding up to an even dollar amount apparently.


MIAA has issued an updated Clarification to the Soccer Time Out Rule (Rule 78.2.24) in the MIAA Handbook . Read both the basic rule and the  Clarification and apply the Time Out Rule properly during your games.

Dual System of Control

The Eastern Massachusetts Soccer Officials Association provides training and professional development for its members under the rules of the Mass. Interscholastic Athletic Association (MIAA) and the National Federation of High Schools (NFHS). Our members are assigned as soccer referees for both public and private high schools competitions in Eastern Massachusetts.

If you are interested in being a referee for youth (town leagues) soccer, go to the Mass. State Referees Committee (USSF) web site.

If you are interested in being a referee for college soccer, go to the New England Intercollegiate Soccer Officials Association (NCAA) web site.

Your active member 2021 dues of  $86 should be paid  before Jan 1, 2021.  If you pay on or after Jan 1, 2021 and before March 1, 2021, send $106, $86 for your dues plus a $20 late fee.  If your 2021 dues are not paid by March 1, 2021, your EMSOA membership may be terminated.

Dues for members who will be inactive in 2021 are $43.

Dues for active Life Members in 2021 are $21.50
